Day 11- Are any more seeds going to germinate?

Day 11- My biggest question is are any more seeds going to germinate? I planted 14; I have 5 that have germinated. That’s close to half, maybe this one shown in the picture is about to break the surface. This looks like an empty shell casing doesn’t it?
